These are first the abilities of people. The capabilities of an organization are centrally based on the abilities of its employees. However, that’s not the whole story.
For one thing, it’s important to get employee opportunities “out on the street.” This requires the integration of the individual and the collaborative side of competencies: the capabilities of an organisation must be explicitly considered and related.
On the other hand, it is not only about “can” but also about “will”, i.e. alignment as the basis for autonomy and accountability as the basis for transparency and trust.
